Bays West Stage 1 Precinct + Stage 2 TOD Rezoning

The Department of Planning, Housing and Infrastructure engaged TPS (Kate Bartlett) to progress the Master Plan and rezoning controls for the Bays West Precinct Stage 1. In addition, Adrian Melo (while employed at DPHI) led the development of the Place Strategy.
The aim of the study was to contribute to a future precinct and place that provides infrastructure and spaces to support a healthy, resilient and connected community. This technical report provides the preliminary social infrastructure benchmarked requirements, based on the future growth scenarios provided and design principles to inform the preparation of the draft masterplan.
This work was undertaken as part of a multi-disciplinary team led by DPHI with Cox Architecture to develop a masterplan for the White Bay Power Station and Robert Street sub-precincts within the wider Bays West Precinct. This was the basis for new planning controls for Stage 1 including future land uses, built form controls, heritage, design excellence, sustainability and social infrastructure for land in and around the White Bay Power Station and future Metro Station.
One of the key pieces of NSW planning policy and legislation that Kate was responsible for was the successful inclusion of a new affordable housing program for the Precinct.
In 2024, Bays West was identified by the NSW Government as an accelerated TOD precinct for the delivery of additional housing and infrastructure around the future Metro Station. TPS is now working with Placemaking NSW and a new consultant team led by SJB to prepare a Rezoning Proposal for Stages 2a Rozelle Bay and 2b Lilyfield Road of Bays West, which is expected to go on public exhibition in the second half of 2025.

Bayside DCP

TPS worked with Bayside Council to finalise their 2022 Development Control Plan (DCP), the key planning instrument guiding development across the LGA. A key deliverable was to successfully integrate the planning controls of the previous two LGA’s (Rockdale and Botany Bay) into a consistent and consolidated document.
The comprehensive DCP included amendments and new development controls, within a revised structure that aligned to ‘best practice’ contemporary planning and policy structure. The consolidated DCP also supports a more consistent, clear and effective assessment of development applications for both staff and applicants.
The DCP was prepared collaboratively with Council staff every step of the way. This included detailed working sessions with DA and strategic planning staff to ensure the proposed DCP controls were responsive to issues and supported delivery of good development assessment and planning outcomes for the Bayside communities.
TPS also provided recommendations to Council about ‘future updates’ required to the DCP as further urban design work was progressed in the LGA.

Snowy Mountains Special Activation Plan

TPS worked as the statutory planning lead consultant as part of a wider consultant group led by Ramboll. This project aimed to provide streamlined delivery mechanisms to achieve the vision of a year-round tourist destination for the Snowy Mountains.
With DPHI, National Parks and Wildlife Services, and Snowy Monaro Regional Council, TPS partnered with Ramboll and prepared a new Development Control Plan (DCP) for Jindabyne, a Delivery Plan (DP) for the Jindabyne Catalyst Precincts and a new DCP for the Alpine Precincts.
The DP and DCPs provide a place-based framework responding to the natural, physical and socio-economic characteristics of the local area. Overarching design principles support the vision and provide a link between the precincts and the wider regional context.
These documents are critical to implementing the SAP vision through resilient design and planning objectives, development controls that set a benchmark for best-practice development through a streamlined assessment process.

Western Edge ACT

TPS (lead consultant), in partnership with AQ Planning recently prepared a draft Growth Management and Engagement Strategy for the West Edge Investigation Area. The purpose of this project was to assist the ACT Government in establishing a framework to guide future planning and engagement for the Western Edge Investigation Area.
Preliminary investigations and technical studies have already been prepared. Led by AQ Planning, a review of these documents provided the basis for the development of planning principles and preliminary growth recommendations. This review also lead to the renaming of the final document from draft Interim Land Use Plan to draft Growth Management and Engagement Strategy.
Alongside the planning principles, TPS prepared a draft Engagement Strategy and Guidance. The strategic approach is based on the ACT Government’s principles of good consultation enshrined in the ACT Planning Act 2023. The approach and guidance also demonstrates how, within the Western Edge, the ACT Government can deliver on the commitment to good planning and engagement.
