TPS is currently assisting Holdmark on its key Melrose South precinct, including through an ‘infrastructure DA’ with Council, two design competitions and SSD applications utilising the social and affordable housing provisions under the Housing SEPP.

TPS has successfully obtained SEARs for the Holdmark sites, and worked closely with Parramatta Council, NSW Government Architect and the client, to manage two design competitions in December 2024. SSDA lodgment will occur in Quarter 1 2025, with The Planning Studio responsible for the final EIS and other required planning reports.

As part of our role, TPS has coordinated with specialists related to ecology for mapped EECs including mangroves and the site’s interface with Parramatta River requiring it to be treated as designated development.

The new planning controls for Melrose Park South will deliver over 2,000 additional dwellings, over 25,700sqm of new public open space and a minimum 1,000sqm of non-residential floor space.

TPS has been assisting Summitcare to enable the redevelopment of an established, but dated, residential care facility, into a new seniors housing development that also includes a residential care facility. The site will deliver 93 new independent living units, communal facilities and a care hub through the Seniors Living SSDA state pathway.

TPS has assisted our client to obtain SEARs from the Department of Planning, Housing and Infrastructure (DPHI), to coordinate pre-lodgement engagement and to prepare the EIS, Social Impact Assessment and Engagement Report to support the application. TPS is currently working with DPHI on the Test of Adequacy process with the finalised application.

TPS is working with Indigo by Moran to progress an SSD seniors living and aged care development for their facility in Narrabeen. The SSDA proposes a mixed seniors housing development with 150 independent living units, residential aged care facility of 6-8 rooms and on-site facilities including an indoor pool, salon, gym, and cinema. TPS is also coordinating the SIA and SSD Engagement process for the development.

The application has obtained its SEARs for the site, undergone pre-lodgement community engagement, and is aiming for the lodgement of the EIS and SSD application in Q2 2025. This process has included multiple pre-lodgement and SEARs meetings with the relevant DPHI team responsible for seniors living developments.
