Planning Program Coordination for Sydney Olympic Park

TPS was engaged by the Sydney Olympic Park Authority (SOPA) to coordinate and assist in the preparation and finalisation of its required 5-year Masterplan review in accordance with the SOPA Act.

TPS worked in close collaboration with SOPA staff as a ‘client-side’ independent planning consultant to:

  • Co-ordinate the external consultant team (led by SJB Urban Design and Planning) to enable submission of the draft revised Masterplan and associated reports to DPHI for adequacy testing.

  • Co-ordinate relevant updates to SEPP maps and associated Explanation of Intended Effect to accompany the draft Masterplan.

  • Liaison with DPHI on the study requirements and adequacy testing to enable the exhibition and finalisation of the draft Masterplan.

  • Liaison with Parramatta Council in its role as the relevant local government authority.

  • Assistance with project governance and reporting including with State Design Review Panel, Board, Project Control Group and Steering Group Plan, Affordable Housing Program and Infrastructure Delivery Plan.

DA Process Improvement

  • Services: Review of the Development Assessment process, Staff + Stakeholder Engagement, Policy and Procedures Preparation, establishment of Pre-lodgement and Concierge Service.

TPS have been engaged by Albury City Council to undertake a Development Assessment Service Level Action project. The service level review was instigated by Council to address development assessment timeframes, inconsistencies in development decisions and poor customer satisfaction. The project included:

  • Review of Council’s end to end development assessment process and associated documents. This included identifying efficiencies and inefficiencies within the development assessment process.

  • Workshops with Council staff, internal referral bodies, stakeholders such as industry professionals and the community to understand difficulties and inefficiencies experienced in the development assessment process.

  • Review of staff resources and team structures to ensure adequate resource allocation in the Development Assessment team.

  • Detailed preparation of improvements to be made to the development assessment process and the implementation of a pre-lodgement and concierge service.

  • Risk analysis for the implementation of potential improvements.
