TPS assisted our client Rebel Property in gaining support from the Ku-ring-gai LPP for a Planning Proposal on land situated at the corner of Pacific Highway and Kissing Point Road, Turramurra.
TPS collaborated with DKO Architecture and the project team to prepare the Planning Proposal, which will deliver new public domain, retail and commercial premises. Most importantly it will develop new housing in close proximity to Turramurra Station, consistent with Council’s Local Strategic Housing Strategy, and the North District Plan.
The Planning Proposal recently received a Gateway Determination from DPHI, the first step to unlocking the redevelopment of this strategically important site. TPS is working with the applicant and Council to proceed to public exhibition in Q3 of 2025.

TPS assisted Narara Ecovillage (NEV) with a Planning Proposal, which will unlock additional local uses and housing typologies for NEV’s community title land located approximately one hour north of Sydney and surrounded by the beautiful Strickland State Forest.
The Planning Proposal was finalised in June 2024 and now enables parts of the Ecovillage land to be used for business premises, cafes or restaurants, shops or markets, which will deliver significant additional amenity to the local community. It will also enable the delivery of some additional multi-dwelling housing and dual occupancies to support housing choice and diversity for existing and future residents.
TPS is continuing to work with NEV on a subdivision DA to realise the housing and community opportunities from the planning proposal, which is critical given the recognised need for additional housing loccated close to amenities and infrastructure.

Services: Independent Assessment of a Planning Proposal and Co-ordination with various NSW Government Agencies.
TPS worked with the Department of Planning, Housing and Infrastructure (DPHI) and Bayside Council to undertake independent assessment of the Cooks Cove Planning Proposal, which seeks to convert the existing Kogarah golf course into a significant light industrial and trade related enterprise site as a Gateway to Sydney Airport in Mascot, delivering over 3,000 jobs and 300,000sqm of critical logistics, warehousing and other trade related enterprises.
As part of this role, TPS worked closely with multiple government agencies including DPHI, Council, Sydney Airport and TfNSW. Despite the site’s urban location, progression of the planning proposal required careful interface and protection of a number of Ecologically Endangered Communities protected through the Biodiversity and Conservation Act 2016, and the Environmental Protection and Biodiversity Conservation Act 1999.
In particular, the project needed to avoid and minimise harm to the Green and Golden Bell Frog and important Mangrove Communities to proceed. The Planning Proposal was supported by the Sydney East Planning Panel in March 2024 to progress to finalisation and was recently gazetted in the Bayside LEP 2021.
TPS has also undertaken similar roles for DPHI on other sites and is currently assisting the Department with the planning proposal for ‘Patyegarang’, one of the first Local Aboriginal Land Council (LALC) projects in Sydney’s northern beaches.

TPS assisted Bayside Council by preparing a Planning Proposal to amend the Bayside LEP 2021, which would enable additional permitted uses. The amendment will facilitate the progression of a DA for the redevelopment of the Le Beach Hut Cafe at Peter Depena Reserve, which was gazetted in the Bayside LEP 2021 in April 2025.
